Legion Academy Accepted into USA Rugby’s National Development Program
Legion Community Foundation is proud to announce that Legion Academy has officially been accepted into USA Rugby’s National Development Program (NDP).

The recognition represents an important milestone for Legion Academy, formally connecting its U16 and U18 development environment with USA Rugby’s High Performance Pathway.
Legion Academy is built around a clear purpose: long-term, high-performance development that is community-first and aligned with club and school rugby.
The Academy aims to identify and develop ambitious young players through quality coaching, individual development and mentoring, while strengthening - rather than replacing - the clubs, schools and universities at the heart of the Southern California rugby community.
Players are expected to demonstrate responsibility, discipline, respect, integrity and honesty, together with the accountability, effort, coachability and consistency required in a high-performance environment. Talent identification considers not only current performance, but also a player’s commitment, progression and response to coaching.
What does NDP recognition mean?
As a recognized National Development Program, Legion Academy becomes part of USA Rugby’s wider player development ecosystem.
The recognition provides the Academy with access to USA Rugby Pathway officials and coaches for consultation, planning and systems alignment; opportunities to recommend appropriate players to USA Rugby Pathway assemblies; potential player referrals for supplemental development; opportunities for Academy coaches to shadow Pathway assemblies; and regular communication with USA Rugby Pathway officials.
Importantly, the NDP model is designed to supplement rather than replace club and high school rugby. Players’ primary teams remain the priority, while Legion Academy provides an additional environment for individual development, higher-level coaching and pathway support.
Recognition also brings accountability. NDP status is subject to ongoing review, with programs expected to continually evaluate and improve their player development, coaching, safety and operating standards.
USA Rugby Head of Men’s Pathways & Systems JD Stephenson welcomed Legion Academy into the program:

Legion Academy Director Dave Clancy said the recognition provides an important opportunity to strengthen the pathway available to Southern California players.
“Acceptance into USA Rugby’s NDP is a huge step for our Academy. Alignment with USA national teams is a priority for our mission and programming. This allows us to formalize the pathway for our players to develop in our training environment and be identified for U.S. age-grade teams in the future.”

Clancy said the application process had also helped shape the Academy’s longer-term planning.
“The process itself was extremely valuable in helping us put long-term plans in place for the Academy, and many of those initiatives will be rolled out over the coming months and year.”
